Messiah is the awesome bio-angel from the Earthian III OAVs. He has green hair and gorgeous gold eyes and black wings, like Chihaya's, only that Messiah's turn silver when he uses his powers. He was created by Dr. Ashiya as an instrument of destruction, and can control electrical pulses by using his wings and voice. (at least, that's what I think he does... he can control computers, electronics, override phone lines, zap ppl's brains, etc.) I have even figured out what his top 5 favorite things are:
